Is it deprecated or obsolete?
Is builder v2 now the standard, recommended, (only?), way of building
Qubes and Qubes elements?

Building Qubes 4.1 is supported only via builder v1.
Building Qubes 4.2 is supported by both builder v1 and v2 (official
packages are built using v2).
Future Qubes versions will be supported only via builder v2.
