update the instructions for fedora-minimal to NetVM

i wanted to make my fedora minimal to act as NetVM , following the guidance which is located in this link:-

https://www.qubes-os.org/doc/templates/fedora-minimal

but all Templates r not able to connect to the internet , ONLY appvms

its weird and i dunno why or what need to be added more in order to make it work.

so hope u solve this issue.

(im using qubes 3.2 latest version/updates , also tried fedora minimal 24 and upgraded to 25 = same results.)

Templates are intentionally without normal network access by design as
a measure to avoid accidentally compromising them.

They are able to download packages through a qubes-internal proxy, but
are not intended to do much else.

Are you saying you are not able to download packages on the templates either?

yeah exactly , no possibility to connect to the internet at all. unless i switch back to the old sys-net which is build on fedora 24
