Current roadmap for the HVM / HVM+PV / PVHVM change

Hi,

Recently there has been an increase of users asking about the plan to
start using HVM as the default virtualization model in version 4.0.

I can't find much information on the matter from official sources, other
than a discussion in this Github isssue thread[0].

There seems to be some confusion about what this actually means, and
some ambiguous wording in the discussion thread seems to imply that
users will have to run all their VMs in HVM with the performance penalty
that is noticable when compared to PV VMs as they work in 3.2.

Can we get an up-to-date comment on the current plan, what it
technically means and how/if it will affect the AppVM workflow and
performance?

Also, if it's possible to summarize in a good way, how will this change
affect the security model of Qubes?
