how is default rest assured port married to quarkus.http.test-port?

How is the default rest assured port matched up to quarkus.http.test-port?  I've been search codebase and can't figure it out.

I need to set default rest assured port, but based on a different config setting

The setURL method is invoked by our various test extensions (in some cases reflectively)

Do you know how continuous testing works?  Are tests run off of 8080 in that case?
