What are the lights doing?
If it is a Brook Wingman XB3, what are its lights doing?
A ground-loop problem could exist if they are supplied from different AC circuits.
Try setting the power settings to maximum performance on the PC or search around and disable any USB power saving settings.
Power the Quadstick from another USB source, like a phone charger, or powered USB hub, to see if it behaves differently.
