   On the windows platform, when installing from the source, I get an error: No module named 'numpy.distutils._msvccompiler' in numpy.distutils; trying from distutils

This is a common message. I get on my Windows machine and PyART runs fine. Have you tried doing an import?

Also how is your numpy installed? I would make sure its conda installed.
