File Server through Passenger

Hi,

I've setup the apache VHOST to serve the puppet master process through Passenger, however I only want this to act as a file server to the main puppet master. I have also set my /etc/puppet/fileserver.conf to allow access, however, when starting, the Passenger process is complaining that the key does not match?

Any ideas please? What could I be missing?
