Reset Admin password

I have root access to the server, which has a monolithic installation of PE installed.

Can someone please provide me with the correct method to alter the admin password, since I already have it written down but it is not working.

Thank you James, it looks like problem runs very deep.

I am seeing a CA certificate issue with this installation for some reason.  I ran through the steps provided from that link and they didnt help me at all.
