Removal of OSS Support for Operating Systems

Hello,

This is a notice that we are dropping OSS support for: 
 - Fedora 32 - was end of life on 2021-05-25
 - CentOS 8 - was end of life on 2021-12-31
 - Ubuntu 16.04 was end of life on 2021-04-01 - in accordance with https://puppet.com/docs/puppet-enterprise/platform-support-lifecycle/

These platforms will no longer be included in future puppet-agent releases.
