No is a bit too fast of an answer. The reality is somewhat like the facebook relationship status "it's complicated". The installer doesn't support puppet 4 at the moment, so you'll have to run from source. That said, we have foreman 1.10 and 1.11 running mostly fine from source with puppet 4.4. It depends on what your policies are for a production environment if you want to go that route.
