I'm new here, so I'm brazilian so sorry my bad english, but I wanted know if puppet can do download of a server ftp and which the best way?

Hi,

Puppet cannot directly use FTP servers with the file{} resource. You can
install a module for this purpose, however. This one is a good choice:
