I would like to setup a masterless puppet environment, where local manifests get executed to prevent configuration drift.  Where on the local client should I be delivering the manifests to ensure Puppet picks them up and executes them?

If you're running without a master, Puppet won't automatically apply your manifests. You can put them anywhere; and then set up (for example, if you want the manifest applied periodically) a cron job to run 'puppet apply <manifest>'.
