On 3.5.1? I disbelieve that 'puppet kick' is supported by this anymore.

You might want to report your issues to the author.

So, you'd be willing to author a new provider? Note that augeas only
works if there is an appropriate lens available.

Well, depending on the needed level of flexibility, you might get away
with managing the file as an ERB template, see
http://docs.puppetlabs.com/guides/templating.html

There's an augeas lens that works with auth.conf, puppet_auth.aug.  Would using the augeas type work for you?
