Puppet IIS application pool identity user creation

Hi all, 

I'm a new in Puppet that I am currently write Puppet code for the IIS modules at work and need some help to create IIS identity application user in certain pattern. 

When you have numerous servers (I means 3k to 4k servers including dev, qa, stage and prod), each servers on each environment configured with each application pool running with its own identity pool accounts, such as "[domain name]\[3digit data center name][3 digit region name][custom application pool name]. 

Of course, you can use hiera for any various names. What might be the necessary things I shouldn't miss as a newbie? 

Would you mind to share you thoughts and concerns?
