Experimental Apply feature for Bolt

We're working on a new Bolt feature that allows users to leverage existing declarative puppet code and modules from Plans. We think enough of the work is implemented in Bolt 0.21.4 to start collecting feedback while we iterate. This document explains what the feature is and how it works so you can play around with it:

Note: There is currently no equivalent of plugin sync so providers and custom facts have to be installed on the target. We expect to add that functionality in the next few releases.
