Facter 4 is No More

Hi all,

Due to the unexpected effort it took to get OpenSSL and Ruby updated for puppet-agent 6.0.0, the Platform OS team has made the call to not push for getting a Facter 4.0 out the door. There were only a few tickets slated for it anyway.

We'll be releasing what's landed on the master branch so far as Facter 3.12, and will re-evaluate releasing a 4.0 with breaking changes in the Platform 7 timeframe.

I'll also be working on trying to get a better idea of the risk profile of various changes to fact values. It may be we can still consider some of the tickets targeted at 4.0 to be released in a Y or Z release.
