We agreed that we couldn't merge the candidate PR as-is, both because it was a breaking change and, more importantly, because this issue highlights the need to formalize puppet's Types and Providers API. So I'm adding this to a new "Type and Providers API" epic so that we don't lose track of the need/use-case represented here.

I know the resource API doesn't have feature parity with legacy type/providers, but we should focus efforts there. As a result, I'm going to close this as won't do
