There are no way by default to set the option module_hotfixes for yum repos on RHEL8.

But this is needed, for example when using postgresql from postgresql.org instant of the RHEL default one.

The yumrepo type and provider were moved into a separate module in puppet 6. I'm going to move this to the MODULES project.
