When upgrading to Puppet 7, the Puppet-Agent module should check if there are diffs between facters

The upgrade process should check the facts retrieved by Facter 3 and the Facts provided by Facter 4. If there are differences a warning should be displayed.

Implement a puppet facts check action to the facts face to check if there are any differences between facter 3 and facter 4.

We also need a bolt task implemented that is able to run the puppet facts diff command.
