This is a duplicate of PUP-10365, so I'll close this ticket. Note we recently merged a fix for the issue and it is available in puppet-agent 6.14.0.84.g4db3cb9c from our nightly puppet6 repos, such as http://nightlies.puppet.com/yum/puppet6-nightly
