I am also seeing this issue, when I attempt to make a query via the puppet query subcommand:

# puppet query 'facts [] {}'
/opt/puppetlabs/bin/puppet-query: error while loading shared libraries: libssl.so.1.0.0: cannot open shared object file: No such file or directory

This is caused by having an outdated puppet-client-tools package installed.  Remove it, and either install pe-client-tools or the puppetdb_cli gem.
