Merged to master in https://github.com/puppetlabs/puppet/commit/721f64c22e31a5761c72c46f911e547380de27b2

Brian Rak We used to provide puppet-agent packages for cumulus 2.2, for example https://apt.puppetlabs.com/pool/cumulus/puppet5/p/puppet-agent/. However, cumulus 2.2 went EOL in Feb 2019, and we no longer provide puppet-agent packages for cumulus. That said if you submit PRs to enable providers to work on that platform, we're happy to merge them.
