Optionally include parameters which have been explicitly set to `undef` when calling the to the to_hash method for the Puppet::Parser::Scope::ParameterScope class. This work enables passing variables from Bolt plan scope accross the apply boundry. See Bolt issue 1288 for more details. https://github.com/puppetlabs/bolt/issues/1288
