Jira (BOLT-1408) Task plugins

Users should be able to write their own plugins for the inventory. Plugins can be used for either configuration data or inventory data. User plugins should be written as tasks. The tasks can then be used to lookup target and config data in the inventory like so:

targets:

  _plugin: task

  task: mymodule::db

  params:

    host: foo

    password: bar

    myparam: param

config:

  ssh:

    _plugin: task

    task: mydb::config

    params:

      foo: bar

Tasks should be run on localhost.
