When we publish Bolt packages as part of our ci pipeline, we should also push an updated image to wherever the Bolt container image is hosted.

When we publish Bolt packages as part of our ci pipeline, we should also push an updated image to wherever the Bolt container image is hosted. This should be published to the Puppet Dockerhub.

Release Notes Summary: Bolt container images are now published to https://hub.docker.com/r/puppet/puppet-bolt when new versions are released.
