Currently the vanagon pipeline used to tag and build bolt packages also includes shipping a bolt gem to rubygems. We have adopted a new workflow whereby we tag and build bolt, then wait a day (or more) until docs are ready before updating public repositories. We should refactor the release job to hold off on shipping the gem until we are ready to also ship system packages.
