After looking at this again, the only way the Retry-After sleep ends up shifting the agent schedule for Linux agents is when it ends up being greater than the runinterval. The Windows "service" just spawns puppet agent --onetime}] as a separate process and then sleeps for {{runinterval and ignores anything that happens inside the agent process.

I'm not against this idea, but it'd be good to consider the impact on:

How does this work when puppet run out of cron?

I think some there are some other platforms like AIX that behave like Windows where the start time is set by an external process. Also splay on Windows doesn't behave like nix, see PUP-5823.

What happens if the Retry-After times causes the agent to exceed its runinterval? What if the agent hits multiple Retry-After's, such as during pluginsync?

What happens if the server is temporarily down (eg due to puppetserver reload) and now agents are re-splayed until the puppet service restarts?
