PUP-6165 is to remove all options other than "manifest" from the ordering setting, since there is only going to be one valid value for the setting, we may as well deprecate the setting itself, and remove it in 6.0.0.

This deprecates the setting in 5.5.x.

Release Notes Summary: The "ordering" setting is deprecated, and will be removed in 6.0.0. The setting will always have a value of "manifest" in 6.0.0.
