The same applies for v3 and v4 of the API. It'd be nice to be able to do this perhaps with a query like:

curl -G -H "Accept: application/json" 'http://localhost:8080/v3/nodes' --data-urlencode 'query=["=", ["node", "active"], false]'

Seems like you could do report-timestamp > node-ttl, however, I think all queries might remove deactivated nodes by default.
