Remove the execfail method from {{lib/puppet/util/execution.rb}} as its deprecated.


Need to see if this method ever worked, based on comments in https://github.com/puppetlabs/puppet/commit/bf3d94cc50a941d5e4d413568dbf611e95848eb9, it may not have ever worked.
None of the modules on the forge are calling the method (except for ones that have vendored puppet).
