The legacy fact netmask is empty on the CiscoXR

[ah7xvnir0s4v8x1:~]$ facter --show-legacy netmask

[ah7xvnir0s4v8x1:~]$

I would have expected it to be set to the netmask for the interface for the ipaddress fact

After talking with Stan, this might be what Cisco want's as a behavior, if so we might want to document that.

I'd be very surprised if we had any special cases around CiscoXR, so I still want to look in to what's causing this
