There are plenty of software in the market that can help you manage your IT infrastructure, including remote control and automated remedies to known IT issues...like remote reboot...

Look at tools like Atera please...

If I had to guess with the Stanford area still under a coastal flood advisory and water rising over 2 feet that they have shut down all power over the campus to preserve all electronics, since electronics and water don't mix well. Which would save the university millions in insurance claims beyond the basic flood damage if any was received. 

Now I don't work for, attend Stanford or even live on the west coast but I follow the news, read the group emails from puffer and a quick Google search provided that info.
