Changing DNS Ip?

Is there any way to change or make the DNS ip constant.

Off late opening websites or downloading files has become really slow. The only difference I can make out is the country of DNS ip.

It used be from Singapore or other Asian region but off late DNS ip is showing mostly from Germany or US.
