If you're an ISP forwarding all or much of your DNS queries to 8.8.8.8, it is likely that your query rate is sufficiently high that you are hitting rate limits in the Google Public DNS service; these will appear as queries that are never answered.
If you submit a
rate limit request we can increase these limits for your client IP address (ranges).
If this isn't your problem, it may be network lossage.
Running traceroute (or tracert for Windows) to 8.8.8.8 might provide a clue.
