Cannot - The checkbox labeled "Allow VoiceOver to be controlled with AppleScript" in the General pane of VoiceOver Utility should be checked.

macOS High Sierra is not allowing to check this box. It looks like I can, then when I check it, it then unchecks and becomes greyed out until I restart the VoiceOver Utility. Still , does not allow this to be checked.

I've talked to Apple Accessibility team about this before. We tried many different things including creating and login into a new admin account, but we weren't able to fix it.

Eventually upgrading to Mojave fixed itself.
