weird metric condition

Does anyone know how to check the previous value of some metric in Prometheus and only send an alert in case it changed? In terms of saying, how to suppress firing alert automatically if the situation just a new reality, not a problem?

I would like to know more about your use case but I have used "and changes(metric[1h)" in expressions for those situations.
