JMX Exporters issue in Windows servers

I am configuring JMX exporter on Windows servers where sitescope application is running to expose the metrics to Prometheus. I have configured with port 8081 and the port is opened in inbound rule. However still metrics page is not showing as metrics but the sitescope application is running fine. 

Any help with this is appreciated

We are running as javaagent using below

- javaagent=E:\jmx_prometheus_javaagent.0.1
4.0.jar=8081=E:\config.yml

Though port is opened though telnet its says connection failed.

Same we tried on Linux server and it is working fine.
