Proposal to End Python 2 Support

Hello Prometheus Developers,

I just opened https://github.com/prometheus/client_python/issues/717 with a proposal to end support for Python 2.7, and thus Python 2. I would appreciate any feedback you have on the proposal.

Download numbers are now low enough, and enough other projects have discontinued Python 2 support that I believe it is time for us to follow suit.
