Remote write improvement design docs

Hi all,

I wanted to share two design docs with you related to improvements I (and others) have been slowly working on/discussing related to remove write:

1) improvements to the remote write wire format

2) idle CPU usage when there is low metric scrape throughput

Both docs are obviously still up for discussion, but I wanted to share progress on some of the proposals listed in each.

For the remote write wire format, I have a WIP PR here for the protobuf changes. I'll also be speaking at Tokyo Dev Ops days about Prometheus, remote write, and this PR.

For the idle cpu usage, the Grafana agent team has implemented on of the proposals but for tailing of logs (see here and here)
