Making Levi Harrison a maintainer for Prometheus

Hello Prometheans,

I'd like to welcome Levi as new maintainer for Prometheus, aka the
prometheus/prometheus repository. Levi has been contributing in many
areas of the Prometheus server in the last months, and has an impressive
list of impactful contributions.

We already have consensus on the prometheus-team mailing list, therefore
this email is the announcement to the community.
