Prometheus 2.40.7 available

Hello everyone,

Prometheus 2.40.7 has been released.

It fixes some bugs with the experimental native histograms feature.

Additionally, it fixes a regression that was introduced with 2.39 where
Windows users were not able to scrape localhost due to upstream changes
in go1.19.

If you actually want to use the go built-in resolver instead of the
windows one, since v2.40.7 you have to use the environment variable:
GODEBUG=netdns=go
