client_python 0.13.0

Hello,

We have just released version 0.13.0 of the Python client: https://github.com/prometheus/client_python/releases/tag/v0.13.0.

As part of this release we no longer support Python 2 or Python 3 versions earlier than 3.6. If you are using one of these end-of-lifed versions of Python you will need to remain on 0.12.0.
