Prometheus 2.31.0 is available

Hello everyone,

Prometheus 2.31.0 is available!

In Prometheus 2.31, we are adding trigonometry functions,
exemplars support in the remote write endpoint, and security HTTP
headers support (X-Frame-Options, Content-Security-Policy, ...).

Two new service discoveries have landed: Uyuni
(https://www.uyuni-project.org/) and PuppetDB
(https://puppet.com/docs/puppetdb/7/overview.html).

There is an experimental discovery manager to avoid restarts upon
reload. It's disabled by default, enable it with flag
--enable-feature=new-service-discovery-manager. It should reduce
pressure on SD's like kubernetes when you reload prometheus config, as
existing watches will just continue to work. Prometheus more fetch all
targets again on reload if the SD config has not changed.
