Alertmanager 0.23.0-rc.0 is available

Hello everyone,

Alertmanager 0.23.0-rc.0 is available.

This is the first release candidate of the Alertmanager 0.23 series.

The main feature of this release is AWS SNS release. amtool also got
a few improvements and features.

Note that we have been publishing release-candidates documentation on
the prometheus website for a few months now, so you can already find the
Alertmanager 0.23 documentation here:
