Prometheus 2.17.2 release

Hello everyone,

Prometheus 2.17.2 has been released.

Two important bugs have been fixed in this release: a memory leak that can
occur when prometheus starts with an empty data directory (empty WAL),
and a bug that causes reloads to hang forever when deleting a rule group
that is currently running. Both bugs were introduced in v2.17.0.

Next to that, we also improved the robustness of isolation, fixed some
panics that could occur while dealing with PromQL errors and correctly
register metrics around federation errors.
