Regardless of which method you use to build VSG, you still need to first install Vulkan.
The link to get the VulkanSDK is provided in the installation instructions you linked to.
Once you install Vulkan, check that the VULKAN_SDK environment variable is properly set, then proceed with building VSG and its dependencies.

I am fairly new to the community, and I was having issues with building VSG using the .\buildVSG.bat method (method 2 here https://api.projectchrono.org/module_vsg_installation.html). I was able to follow through and build the openGL using the corresponding .\builGL.bat file.

Sal, you could try to modify the buildVSG.bat script to also generate the RelWithDebugInfo VSG libraries; simple replicate what is done for Debug.
If you try that, please let me know if it resolves the issue and I will push updated versions of all build scripts.
