Parsons blocks collasping with 1.3.0 build

Here is an interactive exercise with a Parsons problem:


When the page first loads, the Parsons blocks render as expected. But as the page load completes, the blocks overlap: each block gets partially hidden behind the one below it.
Is this intended behaviour? It makes it hard to see what is on each block.

Once I try to drag a block, the blocks expand again, but then they overflow the block containing the exercise.

Maybe I'm just not supposed to make a Parsons problem this long?

Looks fine in Firefox.

The problem is in Chrome.

Hmm. I wonder if it's something that went wrong in a recent Chrome version. I haven't had trouble with this in the past.

I see the problem:

In Chrome, a permalink is being inserted into each Parsons block.
But not in Firefox.

Not sure why they were different, but I omitted those on Parsons blocks.
