Regression in TeXLive version in Docker image

For @Oscar’s attention:

It appears that whatever update to the Docker image that was pushed to Dockerhub last night has led to a regression in the version of TeXlive installed. If you try to call tlmgr install (as some of my build/deploy scripts do), the build fails with the following message:

tlmgr itself needs to be updated.
Please do this via either
tlmgr update --self
or by getting the latest updater for Unix-ish systems:
and/or Windows systems:
Then continue with other updates as usual.

There seems to be occasional mismatches between the version of things that tiny-tex ships and that of mirrors.  I'm currently deploying an updated version of the docker images (you would need to remove your current image and redownload it, and it might not be ready for another hour).  The new update will include the `tlmgr update --self` command, so maybe that will help.  

However, what is it that you need to tlmgr install?  It might be easier to just always install those packages (unless they are very very big).

It’s a package we were loading for one of the linear algebra courses whose materials were converted last summer and I neglected to remove it from the build script the calculus projects inherited from that project until it started blocking builds. Adding the tlmgr update command should hopefully help long-term, and if I come across a small package that I think could be common and reasonable to have installed by default, I will make that request.
