I have search the Postbox website to any explanation of the purpose of the "Bulk Mail" Folder that is showing up in my list of folders.  It looks like it contains "spam" so why isn't this going to my Junk folder (or staying in the inbox and marked as spam?

Check the settings for that mail account.  Bulk Mail is the default for the Postbox Junk Folder.  Some mail accounts will override this and user there default Spam folder, others will not.

In the Settings > Junk Settings you can set where Junk Mail goes.

I believe that bulk mail folder may be due to whatever email server you use, so it may help to contact them. I've used Postbox since it first came out and I've never had a bullk mail folder. I've heard that Yahoo accounts use it for spam.
