I recently reported an issue at Polymer/polymer with a similar name, but I suspect that perhaps there is something I'm missing that may be causing this odd behaviour?

I have a button with a callback bound to on-tap, but its only called when any non-text area of the button is tapped - so basically the padding has to be tapped to be recognised... See the demo here

Is this actually a bug or a lack of understanding on my part?

Also I forgot to say this behaviour only manifests itself in mobile environments (inc. device emulation mode in Chrome)

This could be a bug in polymer-gestures target finding code.
If you wrap that text in an element, it should work correctly.
